Steve Collins

In 1986 I established my own business (PS5), which is now an internationally recognised specialist security consultancy, providing training and educational material to the law enforcement, defence and the security sectors. The company’s training wing ‘R.E.A.C.T’ delivers highly specialised training protocols to both the private and public sectors with specific focus on weapons related crime and personal protection from violence, aggressive behaviour and terrorism.

In order to carry out certain aspects of my company’s highly sensitive work I hold a Home Office Authority approved by the Secretary of State under ‘Section 5’. I have held this authority since 1993.

I have been an adviser to the US Department of Defence for the TSWG Mission for combating Terrorism.

I am considered an authority in close-quarter personal protection, and internationally recognised as a trainer in modern combat systems as well as traditional martial arts, with over 50 years experience. I created the R.E.A.C.T System of Confrontation Management and Personal Safety, and over many years have educated many hundreds of people around the world in methods of self-protection.

I am an acknowledged world authority on disguised, improvised and clandestine weapons, methods of attack and weapons concealment, and the author of the ‘Manual of Prohibited and Concealable Weapons’, which is in service with law enforcement agencies, government departments and security professionals in over sixty countries.

I have been a prolific writer and my R.E.A.C.T books, editorial features and ‘The R.E.A.C.T Survival Files’, and my works are studied and utilized by security professionals all over the world. I also write and publish my own specialist journal PCW Review, which is totally focused on information dedicated to helping protect the citizens of the world.  

I now spend my time as a professional designer, writer and lecturer. I deliver training and give talks to government agencies, universities and corporate bodies on officer and public safety issues, with specific focus on weapons awareness and personal protection from violent attack.

My latest project and the subject of this website is a training and educational programme to keep children safe and out of harm’s way. I call this programme Stay Safe Charlie and his Safe Code.

I am confident that over the coming months we will be able to introduce Charlie’s Safe Code to schools, education authorities and parents, to help teach children to stay safe.
